Modernization of the Inspection Authorities

The main goal of the project for Modernization of Inspection Authorities is to introduce a modern, easily accessible, predictable inspection system that will strive to achieve increased efficiency of inspection services, as well as voluntary compliance through the implementation of good practices and principles in the inspection process.

The project consists of three components:

Component 1 – Improving the legal framework of the inspection system aimed at increasing the efficiency of inspection authorities and better compliance of the private sector with regulations.

Component 2 – Improving the knowledge of inspectors in specific areas, for better efficiency in conducting inspections.

Component 3 – Improving the effectiveness of inspection authorities, for improved efficiency of the inspection system through the implementation of a software solution (e-government).

The activities of the project will contribute to achieving the following results:

  • A clear legal and institutional framework achieved through a full and inclusive process of identifying and changing inefficient and inconsistent legislation, as well as conflicts of competences in laws and regulations.
  • Introduction of modern standards, techniques and tools for efficient and competent application by the inspection authorities such as the voluntary compliance approach, risk analysis principles, checklists for unification of the procedure, etc.
  • Well-established procedures to enable sustainable and continuous application of modern inspection practices
  • Inspection authorities to identify, plan and implement training programs needed for inspectors’ career development
  • Improved skills and knowledge of inspectors
  • Functional electronic system that offers better planning and risk management of inspections and improved efficiency, transparency and accountability in the work of inspectors.
  • Exchange of experiences with local and regional partners
