Support to Improve the Efficiency of Inspection Authorities - Coordination within the Council of Inspection Authorities

The Strategy of the European Bank for Reconstruction and Development for the Republic of North Macedonia (2019 – 2024) recognized the need to support the reform of the inspection system in the Republic of North Macedonia in general, i.e., with the adoption of the new Law on Inspection Supervision, the reform of the legislative framework for inspection supervision was initiated, followed by the adoption of bylaws pursuant to the law. The start of the implementation of the new Law meant the introduction of changes in the direction of the reform of the inspection system, which aimed at increasing the transparency of the inspection procedures, educational role of the inspectors and the inspection procedure; planning of the inspection supervision based on risk assessment; improved cooperation between inspectors and supervisory entities by submitting checklists; training and professional development of the new and existing inspectors, strengthening the role of the Council of Inspection Authorities, as well as defining its competencies and the competencies of inspection authorities.
In this regard, the Project of Support for Improving the Efficiency of Inspection Authorities, supported by the European Bank for Reconstruction and Development will contribute to the implementation of the following activities:
- development of checklists for the respective areas of competence of the inspection authorities, which will be published on their websites;
- development of 15 Risk Assessment Methodologies for inspectorates;
- development of 8 curricula for training of inspectors;
- preparation of 600 exam questions in order to update the database of exam questions of the Council of Inspection Authorities;
- redesign and upgrade of the website of the Council of Inspection Authorities
- developing a platform for e-learning, training, and examination for inspectors licensing.
The project activities will contribute to the proper implementation of the existing new legislation, implementation of the established procedures, continuous, unified and consistent application of the inspection procedure by all inspection authorities, planning the inspection supervision, strengthening the professional capacity of inspectors, i.e., improved skills and knowledge, developed platform for e-learning and examinations, as well as a functional and transparent website of the Council of Inspection Authorities.
