Annual work plan of the Council of Inspection Authorities for 2021

Pursuant to Article 16, paragraph (2), of the Law on Inspection Supervision (“Official Gazette of the Republic of North Macedonia” No. 102/19), the Council of Inspection Authorities, at its 192nd session, held on 15.12.2020, adopted the Annual Work Plan of the Council of Inspection Authorities for 2021.

The key priorities of the Council for 2021 remain in the areas of the four program frameworks:

  • Monitoring of the implementation of the legislation for inspection supervision,
  • Key products and services of the Council,
  • Collaboration with other institutions, organizations, media, public, and
  • Improving the work of the Council.

Risk Assessment Methodologies

WITHIN THE PROJECT “SUPPORT TO IMPROVE THE EFFICIENCY OF INSPECTION AUTHORITIES”, RISK ASSESSMENT METHODOLOGIES WERE DEVELOPED

The Center for Development Policies IDEAS DePo in cooperation with the Council of Inspection Authorities, within the project “Support to Improve the Effectiveness of Inspection Authorities” supported by the European Bank for Reconstruction and Development EBRD, as part of its activities developed 15 Risk Assessment Methodologies for 13 inspectorates and 2 inspection authorities, as an obligation arising from the new Law on Inspection Supervision.

The purpose of these methodologies is to assess the risk based on the identification of risks, as well as to assess the severity of the harmful consequences and the probability of their occurrence. The risk assessment is made during the preparation of the annual work plan of the inspection authorities.

The risk assessment methodologies are adopted by the heads of the inspection authorities, after receiving a positive opinion from the Council of Inspection Authorities, and they are published on the website of the Inspection Council.

Checklists

IN THE FRAMEWORK OF THE PROJECT “SUPPORT FOR IMPROVING THE EFFICIENCY OF INSPECTION SERVICES”, SUPPORTED BY EBRD, IDEAS DEPO TOGETHER WITH INSPECTION COUNCIL PREPARED A RESPECTIVE NUMBERS OF CHECKLISTS

The purpose of checklists is to facilitate and harmonize the inspection process, to make it a checklist system, not a system of repression and punishment. The lists also have an educational purpose, i.e. they increase the uniformity and awareness of the subjects of supervision and their voluntary harmonization with the specific legal obligations, and at the same time they achieve greater transparency in the implementation of the inspection procedure.

In addition to the checklists developed within the project “Support to Improve the Effectiveness of Inspection Services”, checklists were developed also by the inspection authorities.

The checklists are published on the websites of the inspection services, as well as on the websites of the Inspection Council and the IDEAS DePo Development Policy Center.
